Germans arrested for attack on EU office in Kosovo

Police in Kosovo have arrested three Germans suspected of an attack last week on the European Union's headquarters in the capital, Pristina. An explosive device was thrown at the offices amid rising tensions over the EU's plan for a police mission, but nobody was hurt.

Germany to increase foreign borrowing by €18.5 bn

The German government will expand its net borrowing requirement next year to €18.5 billion from €10.5 billion forecast mid-year, as it stretches the budget to pay for programmes to stabilise the economy. The extra funds push overall spending by the government up to €290 billion.

Finns suspect Russians of copying their camouflage

Finnish officials have analysed pictures from the Georgian war to determine if the Russian uniforms displayed a Finnish camouflage pattern that was legally protected in the EU, the New York Times reports. A spokesperson for the Russian interior ministry denied copying the Finnish pattern.

Austria close to forming government

Coalition talks in Austria betwwen the Social-Democratic SPO and the conservative OVP parties could conclude on Sunday, Die Presse reports. The two parties, who also formed the outgoing government, will preserve most ministries, but with a swap in the health and justice portfolios.

Welsh becomes EU language

Welsh, spoken by 600,000 people, became an EU "co-official" or minority language on Thursday. It was interpreted for the first time when Welsh heritage minister Alun Ffred Jones spoke it while representing Britain at a meeting of European culture ministers. The EU has now 23 official languages.
